Why 3-letter Minecraft names are so rare

A username can use 37 characters: the 26 letters, the 10 digits and the underscore. Three positions give 50,653 names, and only 17,576 of those are letters alone, the ones players call 3-letter names or 3L. How a 3-letter name becomes available

Almost never because nobody wanted it. A 3-letter name comes up when the account that has it changes its username: the old name is then reserved for 37 days and, after that, the first player to ask for it gets it. That moment is a name drop, and the list above is every three-character drop we know of, each with the window we expect it in. The window narrows as the drop gets closer.
